While the duty Railway Protection Force (RPF) staff has been asked to be vigilant against such activities, regular checks and drives are being conducted by RPF and GRP with help from commercial staff against illegal practices of the eunuchs on the trains. Besides, important trains have been provided with RPF/GRP escort, who are briefed about their duties regarding safety and security of the travelling passengers. "This is a problem for us. Legal action under Section 137 (travelling without ticket), Section 147 (trespass and refusal to desist from trespass) of the Railways Act is taken by the RPF against undesirable elements, including the eunuchs," said a senior official of the railway ministry. According to railway ministry officials, there were 809 eunuchs arrested by RPF and Rs 2,02,473 realised from them as fine in 2007. *** Kabul to get India help By OUR SPECIAL CORRESPONDENT New Delhi, May 22: Union panchayati raj minister Mani Shankar Aiyar has pledged Indian support for training and capacity-building in local self-governance in Afghanistan. Training will be extended to officials, technocrats, sub-national representatives and policy-makers; institutional linkages between the institutes of the two countries; academic exchanges and research programmes; as well as interaction and reciprocal visits between local government representatives. Mr Aiyar had delegation-level discussions on sub-national governance with Independent Directorate of Local Governance director-general Jelani Popal. Provision of support by way of deputation of Indian policy and legal experts for the formulation of Afghan sub-national policy and legislation was also discussed. It was agreed that a select number of sub-national representatives will be suitably placed with panchayati raj bodies in various parts of India for gaining first-hand knowledge of the working of the local self-governance system.
