Retired teacher dies before receiving pension

My wife Purnima Bhaduri, MA, an assistant teacher (English) completed years of service in Jagacha Girls’ High School, Jagacha, Howrah and retired from her service in September 2003. Her pension papers were submitted in DI office Howrah in March 2004. It is really a pathetic story that she did not get her pension when she was alive and died of an incurable disease. It is not known how many retired teachers have died from incurable diseases without pension. She died on 3 June, 2006. When she was alive she had requested officials and even DI, to arrange for her pension as early as possible but of no avail. The officials of DI are just like Shylock (The Merchant of Venice***) and the only pension papers which I have seen lying in the rack and other files were cleared. After her death when I had applied for family pension in 2007 it was not moving. Now it is 2008, four years since the pension papers were submitted but being a family pension holder, I am in the dark.
Are there any education department officials to look into the matter or are they also sleeping? If retired teachers are a burden to the government, why is everyone running after the post of teacher?
I fervently request those seeking jobs as teachers not to run after this post or they will face the same consequences, which will bring them immense distress and unhappiness, who will read this horrible letter!
